RGGP civil engineering Dept building inaugurated

Govt accords top priority to education : Siram

ITANAGAR, Oct 07: Despite paucity of fund,  the state Govt has given top priority on development of education sector in Arunachal Pradesh,  said Education Minister Bosiram Siram  today.  He was addressing the faculties, staff and students of  Rajiv Gandhi  Govt Polytechnic (RGGP) here after the inauguration of  civil engineering department building of the  Polytechnic in an impressive function.

Education, health and rural development are the priority area of Chief Minister Nabam Tuki, Siram said.  Despite hilly terrain and geographical isolation, Arunachal  Pradesh is marching  towards right direction to  fulfill the needs  of  more than 3 lakh students, the minister said while lauding the  role of teachers, particularly those teachers  who are  performing their duties in remote and far-flung area of the state.

The Minister also had words of caution for the students.  He said students, particularly the  students who are studying outside the state, should take extra care and never allow themselves to be victim of immoral act like drug abuse, he said.

Stressing the need of maintaining a balanced life, the Minister said physical, mental and social growth is equally important for a student  to become good  and  successful citizen  Only mantra to achieve success in academic life is hard work and dedication, the minister added.

While  lauding the  academic activities of the Polytechnic since its establishment in 2002,  Siram  urged the  authorities of the institution to give emphasis on vocation course and personality development of the  students.

Admitting that encroachment of land within the educational institutions causes concern, the  Minister  also urged the Polytechnic authorities  to  approach the general administration  so that   even an inch of land of the institution is not encroached.

In his address, director of higher and technical education Dr Joram Begi said the RGGP, being the only Govt polytechnic in the state should be a role model. He added 10 more polytechnics are being established in Arunachal under the initiative of Central Govt.

Lauding the academic growth of the polytechnic within a short span of 10 years,  Begi said “we are trying our best to ensure proper growth of this technical institution.” The Director, however, urged both faculty members and students  to strive hard for academic excellence of the institution.

Steps  are  being taken  for creation of regular posts under the civil engineering department of the institution within this financial year, Begi said while adding that  remuneration of guest faculties of the institution has been increased from Rs 8000 to  Rs 15,000.

It is worth mentioning here that Civil Engineering department of the institution is running without regular faculties  for last 4 years.

Education Commissioner Gonesh Koyu said the Govt is always ready to extend any kind of help for academic growth of the  instution.

Earlier, RGGP principal A K Tripathy briefed on the achievements of the Polytechnic and its future plans. He said  during last two years,  the  RGGP gets its civil engineering department building and other infrastructure like staff quarters, girls’ hostel  with security barrack.  It has received 11 projects funded by AICTE, which is highest in  the country.  6 students received gold medals for academic excellence, while  the principal and faculties of  the technical institute also received international and national awards during last two years. Recently, it has signed pact with Tata Consultancy services in career counseling and bagged 11  consultancy and entrepreneurship projects.

Arunachal Bhavan Shillong in shambles

Arunachal Bhavan, situated in Cleave Colony, Shillong was acquired by Lt. Governor K. A. A Raja through exercise of his constitutional authority for his immense love for the state of Arunachal Pradesh.  The historic building was known as Brown House during British days.

Many Arunachalees would admit that the Bhavan in question is testimony to many accomplishments that Arunachal can boast of today. Arunachal Bhavan in Shillong was a place of great interest for our state leaders till late 90s; but gradually the route of interest shifted to Guwahati and New Delhi. The shift of interest almost brought the heritage building to a total shambles as maintenance works disappeared since then. The affairs of the Bhavan and adjoining circuit house in Shillong are looked after by Naharlagun Division of PWD.

Over the years the health of the Bhavan had deteriorated to such an extent that almost the entire set of walls, furniture, doors and other things need immediate replacements. The Bhavan looks pretty and healthy from outside but the ailment is indeed serious inside. The old-fashioned freeze stopped working a decade ago but it still stands undeterred to catch the attention of visitors’ eyes. The bathrooms and sanitary tanks contribute to stinking odor emitting out of it. There is no gardener, sweeper, launderer and plumber to withhold the needs and dignity of the assets. There is only four staff to look after the Bhavan and adjacent Circuit House while the only cook on duty is due to retire on superannuation.

The Bhavan has vast area, part of which can be intelligently used for accommodation of Arunachalee students by constructing a multi-storied rental house on the genuine basis of monthly rental. Shillong is the epicentre of education and we cannot deny the fact that Arunachalee students preferring the city has multiplied in recent years. It is a hard fact that finding rental house in Shillong is much difficult than getting admission in schools and colleges.

The state government can solve the problem by preparing a lucrative project as Bhavan and Circuit house have sufficient plots of land. Mizoram House situated few metres down from AB is indeed in a good shape. Though the share of land is small, Mizoram government has developed the land intelligently whereas Arunachal with large area of land is yet to cultivate the opportunity. Apart from education, Arunachalees go to Shillong to avail quality health care services offered by North Eastern Indra Gandhi Regional Institute of Health & Medical Sciences (NEIGRIHMS), run by Government of India and feather institute of AIIMS. The guardians and patients going to NEIGRIHMS from Arunachal often face hardship due to non-availability of accommodation facilities as they cannot afford to withstand the expensive hotels there.

Declaring the bhavan as a heritage building and developing its land into a revenue earning asset would certainly be in the interest of the state.  Arunachal government under the leadership of Nabum Tuki in less than a year has already initiated various programmes to utter satisfaction of its citizens. Including the heritage Arunachal Bhavan of Shillong in the government’s development agenda would pay dividends. (From PISI ZAUING)

The new location also has drinking water facility and electricity. Road connectivity to the new village will also be taken up shortly in near future, assured the Minister to the villagers.

Luguthang is a tiny village with 10 households perched on slope of rocky mountain at an altitude of over 13,000 ft. The extremely humble folk of the village are graziers as the altitude of the village does not permit agriculture. They barter foodgrains with yak butter and cheese.

Pema was accompanied by his younger brother and Tawang DCC president Tsering Tashi, President BCC Tawang Pema Nawang, OSDs to CM Nob Tsering and Lham Tashi, SMO Jang Dr. Rinchin Neema, MO Jang Dr. Sang Thinley and Circle officer Thingbu Pemtan Monpa.

Shortage of teachers

Some 1.7 million more teachers are needed to achieve universal primary education by 2015, the second of the eight anti-poverty Millennium Development Goals (MDGs), the heads of various United Nations agencies said in a joint statement.

According to UNESCO, teacher shortages remain a major obstacle for countries to achieve the goal of universal primary education, with a quality education offering hope and the promise of a better standard of living, while also noting that there can be no quality education without competent and motivated teachers.

The 63-year-old UN Relief and Works Agency for Palestine Refugees in the Near East which assists some five million registered Palestine refugees in the Middle East, has launched two programmes focussed on school-based teacher development and quality improvement that underscores the Agency's broader human development and humanitarian agenda.

Education is  the largest programme, accounting for more than half of the Agency's regular budget, with one of the largest school systems in the Middle East, providing half a million Palestine refugee children with free-of-charge basic education every day.

Across the Arab World, countries are striving to improve the quality of their education system through reform, said expert.

Take corrective step

Dear Editor,

Through the columns of your esteemed paper, I would like to address to all the MONPA Community of Arunachal Pradesh that Government of India doesn't recognize our tribe. There seems to be the nomenclature problem with our tribe due to the negligence of the bureaucrats, administrators and legislators. According to the Latest Census of India and also Ministry Of Tribal Affairs website, our tribe’s nomenclature is MOMBA. This indicates sheer negligence on the part of the State Government. The ST certificate mentioning “MONPA alias MOMBA” is very readily accepted by the Government of India whereas the certificate mentioning “MONPA” is not.

There are more educated youths than the jobs that State govt. creates. So Central Government job remains the last option for everyone. Presently there are more than 500 Monpa students outside Arunachal Pradesh trying for Central jobs and this particular nomenclature problem strips us of all the opportunities even if being a Bonafide Scheduled Tribe of India.

This is my humble request to all the concerned authorities to take corrective steps towards it at the earliest so that the nomenclature MONPA stays instead of MOMBA.

Yours,

Yeshi Wangchu Kharma
